On March 30, 2009, Mr. Tian Lipu, Commissioner of the State Intellectual Property Office (SIPO), released that the 2009 Promotion Plan for Implementing the State Intellectual Property Strategy has recently published, finalizing 240 specific measures in 9 aspects.

According to this Plan, the implementation of the national IP strategy in 2009 will focus on improving the environment for IP protection, strengthening relevant administrative capacity and publicizing the importance of IP protection among the public. At the same time, energetic steps will be taken to cope with the international finance crises.

Consistent with the 9 key tasks of the Outline of State Intellectual Property Strategy, the 240 specific measures in the present Promotion Plan also cover 9 aspects of intellectual property protection, i.e. the improvement of innovation capacity, the encouragement of right conversion and application, the acceleration of legal system construction, the strengthening of enforcement level, the reinforcement of administrative management, the development of intermediary service, the building of professional contingent, the promotion to IP-related cultural construction, and the expansion of exchange and cooperation with foreign countries. Due to the clarification of responsibilities for the competent sectors and authorities concerned, the implementation of the 240 specific measures will be guaranteed.

Commissioner Tian said, it was clearly put forward in the Outline of State Intellectual Property Strategy that by 2020 China will be constructed as a high-level country in terms of innovation, application and enforcement of intellectual property rights. Under the guidance of the Outline, policies for carrying out the specific tasks are being formulated by those competent sectors of patent, trademark, copyright, agriculture, judicial system and others. In addition, 10 provinces, municipalities and autonomous regions have issued their intellectual property strategies adapted to the local characteristics. In a word, all walks of life in the society are taking energetic steps to carry out the intellectual property strategy.
