According to Xinhua News Agency, President Hu Jintao called on all Chinese scientists, researchers and engineers to make joint efforts to strive for mastering a series of core techniques and obtaining independent intellectual property rights in those key technical fields for building up an innovation-oriented country with Chinese characteristics.
President Hu pointed out, modern science and technology is developing rapidly and the competition of science and technology occupies a more important position in the competition of the nation’s comprehensive capacity. Remarkable new breakthroughs are being achieved in the fields of information technology, life science, nanotechnology and cognitive science. At the same time, unprecedented, deep-going and worldwide changes are taking place in connection with the change of productive force, production mode, way of life and development pattern of economic society along with the continuous speeding up of the creation, dissemination, expansion and application of science knowledge. Promoted by the revolution of new science and technology, knowledge plays an increasingly essential role in the development economic society. The increase of national wealth and the improvement of human beings’ life are more and more dependent upon the accumulation and innovation of knowledge. Never before has the development of science and technology so deeply influenced the social production, social life, people’s ideas, way of life and the future destination of a nation. In a word, science and technology has become a key factor for keeping and leading economic growth and social progress. Today, only those who have mastered the advanced science and technology can grasp the initiative of the socioeconomic development and occupy an advantageous positin in the competition of the national comprehensive capacity.
President Hu encourages all scientists and engineers to strengthen the capacity of independent innovation for making new contributions to the progress of science and technology of China. The central government must put science and technology on the strategic position of top priority, work out the national long-term and medium-term development plans of science and technology, implement those key projects of scientific research and increase the investment for creating ideal conditions for innovations and creations. The workers of science and technologies should focus on those basic, frontier and welfare-oriented research projects, master a series of core techniques and obtain independent intellectual property rights. |
